City & Guilds 2391 Series

Inspection & Testing —
Find Your 2391

💡 Not sure which one you need? The 2391-52 covers both new and existing installations — it’s the most comprehensive and the most popular. The 2391-50 covers new installations only; the 2391-51 covers existing installations only. Taken together, the 50 + 51 are equivalent to the 52. See the full comparison below.

Tip: The 2391-50 and 2391-51 taken together are equivalent in scope to the 2391-52 — but the 52 is a single qualification, simpler to hold, and usually the better value option. If you’re starting from scratch, go with the 52.

The Assessment Sequence — What to Expect

All assessments follow the same order. The multiple choice exam always comes first — before any practical or written work.

Always First
1

Assessment 1

Multiple Choice Exam

⏱ 2 hours 📖 Open book 🏠 At home or at centre
2

Assessment A

7 photographic scenarios showing real electrical installations. You must identify the non-compliances in each image. No reference materials permitted.

⏱ 30 minutes 🚫 Closed book 📍 Centre only
3

Assessment B

Practical on Rig

Hands-on practical assessment on a purpose-built wiring rig. You complete a full EIC and EICR including all test sequences, results, and documentation. Bring your own calibrated MFT.

⏱ 2.5 hours + writing time 📖 Permitted books 📍 Centre only
4

Assessment C

A written questions paper covering real-world inspection and testing scenarios. Open book — 18th Edition Wiring Regulations, Onsite Guide, and Guidance Note 3 are all permitted.

📖 Open book ✔ 18th Ed · Onsite Guide · GN3 📍 Centre only
💡 Tab your books before you arrive. The MCQ, practical, and written paper are all open book — but time pressure is real. Tab your BS 7671, Onsite Guide, and GN3 by topic before assessment day so you can navigate quickly. Assessment A (photo identification) is the exception — it is fully closed book, so pre-study the common non-compliances.
Syllabus

What’s Covered in Each Qualification

All three qualifications share a core foundation of electrical testing principles. The difference is in which certification you’re qualified to issue on completion.

Core Content — All Three Qualifications

Every 2391 qualification is built on the same essential knowledge base:

🔒 Safe isolation procedure before testing
🔁 Continuity testing — ring finals, protective & bonding conductors
📏 Insulation resistance — test voltages, minimum values, recording
⚡ Earth fault loop impedance & prospective fault current
🛡️ RCD & RCBO testing — tripping times, test currents, 5× test
📋 Regulations — Part 6 of BS 7671, responsibilities, test sequences

The scope of certification differs per qualification — see below for what each one qualifies you to issue.

FAQ

Common Questions

Everything you need to know before booking your 2391 qualification.

The three qualifications cover different scope. The 2391-50 covers initial verification only — inspecting and certifying new electrical installations, leading to an Electrical Installation Certificate (EIC). The 2391-51 covers periodic inspection only — inspecting existing installations and producing Electrical Installation Condition Reports (EICRs). The 2391-52 is the combined qualification covering both — it qualifies you to issue both EICs and EICRs, making it the most comprehensive option. The 2391-50 and 2391-51 taken together are equivalent in scope to the 2391-52, but holding the 52 is simpler and is usually the better value route if you’re starting from scratch.
There is no strict rule requiring you to hold the NVQ Level 3 first, but you are expected to have a high level of practical electrical knowledge and hold — or be studying — the 18th Edition Wiring Regulations (BS 7671). The 2391 builds directly on that knowledge. In our Overseas Electricians Package, the 2391-52 and the NVQ run concurrently, so candidates can complete both within the same overall programme. If you’re unsure whether your experience level is sufficient, contact us before booking and we’ll give you an honest answer.
The assessments always follow the same sequence. The multiple choice exam (MCQ) is always completed first — before any practical or written work. Once the MCQ is passed, the remaining assessments take place at our London or Manchester centre in this order:
  • Assessment A — Photo non-compliance identification (closed book, 30 minutes)
  • Assessment B — Practical on a wiring rig, completing an EIC and EICR (2.5 hours)
  • Assessment C — Written questions paper (open book)
You must pass the MCQ before progressing to the centre-based assessments.
Yes — the multiple choice exam can be sat at home for all three qualifications. For the 2391-52, the at-home MCQ is included in the course fee. For the 2391-50 and 2391-51, the at-home exam is available at an additional charge. The MCQ is open book — you can use your 18th Edition Wiring Regulations, Onsite Guide, and Guidance Note 3. The remaining assessments (photo ID, practical, and written paper) must be completed at our London or Manchester centre.
Yes — we offer Wednesday evening and Saturday morning assessment slots across all three of our centres (London Isleworth, Manchester Hyde, and East London). This applies to all three 2391 qualifications. These flexible slots are available for candidates who cannot attend during standard weekday hours. Contact us or select your preferred slot when booking.
No — you do not need to bring your own multifunction tester (MFT) to Assessment B (the practical). You are strongly encouraged to bring and use your own however, if you have access to one. It must be in working order and ideally calibrated. Being familiar with your instrument before the assessment day is strongly recommended as the practical is timed. If you don’t yet own an MFT, contact us when booking and we can advise on the types used at our centres.
Yes — we run a 1-Day Inspection & Testing Practical Prep Day on the Saturday before each 5-day course week (08:30–16:30, maximum 6 people, £350 + VAT) at both our London and Manchester centres. It’s a hands-on day on the rigs covering the full test sequence — ideal if you’re new to inspection and testing, or want extra confidence before assessment week. You can add it at checkout when booking the 5-day course, or book it on its own from the Introduction to Inspection & Testing page.
Three of the four assessments are open book — you can use your 18th Edition Wiring Regulations (BS 7671), the Onsite Guide to BS 7671, and Guidance Note 3: Inspection & Testing. No other materials are permitted. The exception is Assessment A — the photo non-compliance identification, which is fully closed book. You need to be able to recognise non-compliances from photographs from memory. Tabbing your reference books before you arrive for the open-book sessions is highly recommended — time goes quickly.
For the online course route, allow 4–8 weeks from booking to holding your certificate. The theory preparation is done online at your own pace in the lead-up to your assessment date, and the practical assessment day is typically completed in full on one or two days at the centre. The 5-day course (2391-52 only) covers everything in one week, with certificate processing following after assessment. You have up to 12 months to complete the online learning component.
Yes — all three qualifications are available on a 0% interest payment plan with no credit checks required. You pay a £350 deposit to secure your place, then choose to spread the remaining balance over either 3 or 6 monthly payments. A £99 establishment fee applies to payment plan options. Paying in full upfront carries no additional fees. Contact us to discuss payment options when you enquire.
Completing the 2391-52 qualifies you to issue both EICs and EICRs — meaning you can certify your own new work and carry out periodic inspection reports on existing installations. From there, common next steps include:
  • NVQ Level 3 — if not already held, this leads to your ECS Gold Card
  • C&G 2396 Level 4 — Design and Verification of Electrical Installations
  • Registering with a competent persons scheme (NICEIC, NAPIT) to self-certify Part P work
